Not sure how big the hole is, but I think these days if I had a hole in my dash, I would find a way to put a tablet computer in there. You can use it for GPS, music, movies, web surfing, etc. I think it would serve as a lot of different things, and look super pimp.

If I understand the statement correctly, it is correct. Here is a picture of my cut out switch for the TV -
TV Cut Off. When the key is turned on, 12V goes to a relay, which opens the connection on the 120V circuit for the outlet, which kills the TV. If you disconnect/unplug/cut the 12V wires, the relay will not be activated when you turn on the key.

If you have some 12V items that need power, that should be fine. With a CB, it is sometimes not switched through the ignition, so it may be always hot. You should check on that so that you can be aware of battery drain if you use it. Sounds like you want to use it to power some sockets to run a few things, which is what I do in my rig. Converting from 110 to 12V is horribly inefficient if you are going from a 12V system through an inverter to 110, then back down to 12V. Go right for the 12V every time you have the chance!

I think you are headed in the right direction here. Figure out what is going on with the 12V. Use the existing 110V outlet if you run a laptop/tablet, or find a way to wire them to 12V (which is what most run on anyway - think car adapter). Remember that any time you use 110V off your batteries/inverter, you are using a lot of energy from those batteries to convert to 110V. Use as many 12V accessories as possible.
